Senators seek war crimes probe for Sri Lanka

WASHINGTON (AP) ? Two senators are urging the Obama administration to seek an independent international investigation into allegations of war crimes in Sri Lanka.

Democrats Bob Casey of Pennsylvania and Patrick Leahy of Vermont sent a letter Tuesday to outgoing Secretary of State Hillary Rodham Clinton, saying Sri Lanka's government has done nothing to bring to justice those responsible for atrocities in the civil war that ended in 2009.

Thousands of civilians died in the final months of the war when the Sri Lankan military launched a decisive offensive against ethnic Tamil rebels. Sri Lanka set up a commission to investigate alleged abuses, but rights groups say the military is not being held to account.

The Obama administration has called for steps toward accountability but has not called for an international investigation.

Amazon adds Windows Phone 8 support to Kindle app, keeps the Live Tiles going

Amazon's been doing a pretty decent job at blanketing those Android and iOS Kindle applications with the latest and greatest, but the same couldn't exactly be said about its Windows Phone counterpart. Today there's great news for users of Redmond's mobile OS, however, as the Fire maker has announced an update that brings some much-needed support for Windows Phone 8 to the app, which should pair well with the company's Whispersync tech and the extensive e-book repertoire it has to offer. There might be one caveat, though: early adopters of the refreshed Kindle app have said it's facing some crashing issues and, in some cases, even having trouble launching -- a few folks, meanwhile, have mentioned that it's best to do a clean install rather than update the previous version in order to avoid any woes. NEW YORK -- The families of 17 U.S. servicemen killed in a 1996 bombing in Saudi Arabia linked to Iran can collect damages from Iran-funded accounts at the Bank of Tokyo-Mitsubishi UFJ, a federal judge ruled on Tuesday.

U.S. District Judge P. Kevin Castel in Manhattan ordered the bank, which did not oppose the motion, to hand over more than $260,000 in various accounts linked to Tehran, still a far cry from the full amount to which the families are entitled.

In June 1996, a truck bomb destroyed the Khobar Towers, a housing complex in Saudi Arabia, killing 19 U.S. servicemen. The FBI would later conclude that Iran provided training and support for the attack.

The families won a default judgment in U.S. District Court in Washington, D.C. against the Iranian government in 2006 for more than $250 million, an amount that was later increased to $337 million. Iran refused to defend the lawsuit in court, claiming it had sovereign immunity.

Billions of dollars in default judgments have been issued against Iran over the years, but plaintiffs have had little luck in collecting the money.

The accounts at the Bank of Tokyo's New York branch had been frozen pursuant to U.S. presidential executive orders and directives issued by the Treasury Department as assets controlled by companies linked to Iran.

In court papers, the bank described itself as a "disinterested stakeholder" and did not fight the request.

The bank is a unit of Mitsubishi UFJ Financial Group.

Sixty-five found executed in Syria's Aleppo: activists

BEIRUT (Reuters) - At least 65 people, apparently shot in the head, were found dead with their hands bound in a district of the northern Syrian city of Aleppo on Tuesday, activists said.

The British-based Syrian Observatory for Human Rights, which says it provides objective information about casualties on both sides of Syria's war from a network of monitors, said the death toll could rise as high as 80. It was not clear who had carried out the killings.

Opposition activists posted a video of a man filming at least 51 muddied male bodies alongside what they said was the Queiq River in the rebel-held Bustan al-Qasr neighborhood of Aleppo.

The bodies had gunshot wounds to their heads, and their hands were bound. Blood was seeping from their heads and some of them appeared to be young, possibly teenagers, and dressed in jeans, shirts and sneakers.

The Queiq River rises in Turkey and travels through government-held districts of Aleppo before it reaches Bustan al-Qasr.

"They were killed only because they are Muslims," said a bearded man in another video said to have been filmed in central Bustan al-Qasr after the bodies were removed from the river. A pickup truck with a pile of corpses was parked behind him.

It is hard for Reuters to verify such reports from inside Syria because of restrictions on independent media.

Government forces and rebels in Syria have both been accused by human rights groups of carrying out summary executions in the 22-month-old conflict, which has claimed more than 60,000 lives.

Rebels pushed into Aleppo, Syria's most populous city, over the summer, but are stuck in a stalemate with government forces. The city is divided roughly in half between the two sides.

The revolt started as a peaceful protest movement against more than four decades of rule by President Bashar al-Assad and his family, but turned into an armed rebellion after a government crackdown.

More than 700,000 people have fled, the United Nations says.

REBELS FIGHT KURDS

In the eastern city of Deir al-Zor, insurgents including al Qaeda-linked Islamist fighters captured a security agency after days of heavy fighting, according to an activist video issued on Tuesday.

The fighters freed prisoners from the building, it added.

The video, posted online, showed men armed with assault rifles cheering as they stood outside a building that they said was a local branch of Syria's intelligence agency.

Some of the fighters carried a black flag with the Islamic declaration of faith and the name of the al-Nusra Front, which has ties to al Qaeda in neighboring Iraq. The video also showed tanks, which appeared to be damaged, and a room containing weapons.

The war has become heavily sectarian, with rebels who mostly come from the Sunni Muslim majority fighting an army whose top generals are mostly from Assad's Alawite sect, an offshoot of Shi'ite Islam. Assad has framed the revolt as a foreign-backed conspiracy and blames the West and Sunni Gulf states.

Fighting also took place in the northern town of Ras al-Ain, on the border with Turkey, between rebels and Kurdish militants, the Observatory said.

The insurgents have been battling fighters of the Kurdish People's Defence Units for about two weeks in the area, and scores of people have died in the violence.

US official: Mali intervention 'could take years'

ADDIS ABABA, Ethiopia (AP) ? The French-led military intervention in Mali could take years, a U.S. official warned on Monday.

A State Department official for Africa said the U.S. would like to see an African-led, -owned and -directed operation like the one that successfully pushed militants out of Somalia's capital after several years of warfare. But Don Yamamoto warned that intervention could take years before finding success.

"This is only the first phase. It is going to take time. I think people should not be into the illusion that it is going to be quick," said Yamamoto, the principal deputy assistant secretary of state for African affairs.

"It is going to take a long time and time means that it could take several years. And you got do it right," Yamamoto told The Associated Press on the sidelines of the African Union summit in Ethiopia.

The U.S. has been providing military transport to help move French troops and equipment. The U.S. flew one refueling mission on Sunday, delivering 33,000 pounds of fuel, the U.S. Africa Command said.

The U.S. is also assisting six African countries: Niger, Chad, Nigeria, Senegal, Burkina Faso and Togo with "non-lethal equipment" and training, as well as transport to move troops to Mali, Yamamoto said.

Yamamoto also said the militants have advanced training from Libya under Moammar Gadhafi.

"A lot of the rebel groups that are now fighting in the region were under Gadhafi's troops. They were trained for over a decade. You have rebel groups that are well trained and well-armed and very aggressive. And so if you have any problems in governance in the country, that would allow these extremist groups to come and that's what happened in Mali," said Yamamoto.

He said a military offensive alone will not stabilize the West African country, and that dialogue between groups in the north and Bamako, the capital, should lead to an inclusive government formed by democratic elections.

Mali's military, which staged a coup last year to topple the country's democratically elected government, similarly forced a resignation of an interim prime minister in December.

The African Union on Saturday urged interim President Dioncounda Traore to put in place a roadmap to free and fair elections, and the Economic Community of West African States (ECOWAS) says elections should take place in April.

Yamamoto said the April deadline may not be met but that elections should include the north and happen "as quickly and as technically as possible."

The African Union on Tuesday hosts a donors conference for Mali.

Lee van der Voo tells Romenesko readers: I was just informed by State Farm here in Oregon, where I?m an independent investigative journalist, that they are dumping my office rental policy because of the kind of journalism I do. I asked whether if I were to write food reviews or puff pieces about bridal gowns they would insure me, and I was told yes, ?just no controversial journalism.?

My landlord requires I have property insurance on the office I use for work, and I went to State Farm a couple weeks ago because I needed a new policy and I do all my other business with them.images I own a house and insure it through State Farm, along with the three cars I?ve owned over the last 12 years. They pre-approved the rental policy and I paid for it. But apparently a State Farm underwriter decided today that I?m out, based on a visit to my web site. They say they can?t separate the property insurance I need from any potential liability issues that could arise.

The real pickle is this leaves me with two extremely crappy options: I can either withdraw the coverage myself and go without property insurance and risk losing my office, or I can continue coverage for 45 days ? which State Farm is now obligated to provide me by law ? but in exchange I will get an official letter of rejection that I?ll have to carry henceforth from one insurer to the next.

I?m more than a little worried about what this means for my office security, and for indie journalism. It?s hard enough to get liability coverage ? a good number of bloggers and freelancers already work without it ? but if meaningful, probing, and thought-provoking news coverage can clean a freelancer out of property insurance, then investigative journalism just got a little harder.

This week's good reads includes a look at the billowing fog surrounding bank regulations, the disappearance of unskilled labor jobs, the American tradition of self-help, and a profound act of forgiveness by a victim's family.

Here?s the short answer to the question posed on the cover of the latest Atlantic Monthly, ?What?s inside America?s banks??: No one knows. Not the regulators, not sophisticated investors, and not even the bankers themselves.

?Banks today are bigger and more opaque than ever, and they continue to behave in many of the same ways they did before the crash,? write Frank Partnoy and Jesse Eisinger, authors of the Atlantic piece.

Complexity and opaqueness are the core of the problem, according to the authors. They cite a wide range of former bankers, investors, and regulatory officials who know the banks best and who ?absolutely? don?t trust their accounting. Even the banks with the best reputations, JP Morgan or Wells Fargo, are impenetrable black boxes with annual reports that defy parsing by even the most expert readers.

The fog of financial complexity is matched by a fog of rules ? as regulators parry moves by the bankers ? but always a few moves behind. The famed Glass-Steagall Act of 1933 ran to 37 pages. Dodd-Frank of 2010 was 848 pages and may balloon to 30,000 in the end. By the time the law?s ?Volcker Rule? is finalized, ?only a handful of partners at the world?s biggest law firms will understand it.?

The authors would offer the following version instead: ?Banks are not permitted to engage in proprietary trading. Period.?

That would save a lot of paper.

Maybe the Luddites had a point

Traditionally, technology has raised incomes for each generation by raising worker productivity. But ever smarter technologies are replacing the need for unskilled labor altogether, argue economists Jeffrey Sachs and Laurence Kotlikoff in a paper for the National Bureau of Economic Research.

Think, for example, of the fully automated turnpike tollbooths or checkout stands at Home Depot. Investors are benefiting from these innovations, as are highly skilled programmers and technologists. (And lines are shorter.) But the jobs that are disappearing are the unskilled ones that offer young people a first few steps up the economic ladder. Without them, the authors argue, we don?t really have a ladder, and lifetime well-being slips by a generation. So what to do? For individuals, this sounds like a warning to get some skills.

?Although smart machines substitute for unskilled workers, they are designed and run by skilled workers. So it?s no surprise that the incomes of skilled workers have risen relative to those of unskilled workers.? The authors note that this is one reason the wage premium for college graduates has increased from around 40 percent in 1999 to more than 80 percent today.

Helping ourselves

From Benjamin Franklin to Oprah Winfrey, from ?How to Win Friends & Influence People? to ?The 4-Hour Workweek,? self-help advice is a very American phenomenon ? and getting more so, according to Laura Vanderkam writing in the quarterly City Journal. More than 45,000 self-help book titles are in print, she writes, and the genre?s share of all titles published doubled from 1975 to 2000.

?There is much to mock? in this field, she notes, and she runs through its history and various critiques. But there is much that is useful as well. Socially mobile Americans construct their own notions of the good life, in DIY-style, ?from what we see of the world around us ? and what we find at the bookstore.?

Crime and recovery

In these weeks following the Newtown, Conn., shooting, there is something ? dare we say healing? ? in The New York Times Magazine story by Paul Tullis about the killing of Ann Grosmaire by her fianc?, Conor McBride, in 2010. The crime came in a moment of overwhelming emotion after an argument between the two community college students that had stretched on for 38 hours. It was not premeditated exactly, but it wasn?t an accident either.

As the father of the mortally wounded and unconscious Ann sat with her in a Tallahassee, Fla., hospital, he ?felt? her say ?Forgive him? so clearly that he spoke his refusal aloud. But he kept hearing that message in her voice. A devout Roman Catholic, he was praying in the hospital four days later, shortly before removing her from life support, when he ?realized it was not just Ann asking me to forgive Conor, it was Jesus Christ.?

The journey the family went on then took them through a process called ?restorative justice,? which strives for agreement among everyone involved in and affected by a crime over how to make restitution. This means that victims, offenders, and their families sooner or later end up sitting around a table and talking.

The upshot, in this story as in others, is forgiveness. Says Ann?s mother, Kate: ?I think that when people can?t forgive, they?re stuck. All they can feel is the emotion surrounding that moment.... Forgiveness to me was self-preservation.?

FAA probes pilot who nearly clipped man in stunt

The pilot performing a breathtaking feat in a video posted online in which an aerobatic plane travelling at 200 miles an hour comes within feet of a man on a Texas runway was performing the stunt on an expired waiver, ABC News has learned.

Stunt pilot Jason Newburg advertises as a daredevil for hire, specializing in death-defying aerial ballet at air shows. He posted the clip on YouTube on Monday, in which the wing of his plane tipped dangerously close to the ground as he speeds by, nearly taking out a man on an all-terrain vehicle and the cameraman shooting the stunt. The clip before it was taken down had nearly 150,000 views.

Newburg's waiver to perform aerobatics expired in November, sources told ABC News. And even if it hadn't, pilots are required to ensure the safety of people on the ground.

"Several points along the way this guy could have make mistakes that would have killed himself, and the two people that are filming the action here," ABC News aviation consultant Steve Ganyard said.

Newburg often performs with motorcycle showmen known as the Dallas Stunt Riderz, who choreograph maneuvers beneath his bright green plane. But the FAA is apparently not amused by his adrenalin burst of showmanship, telling ABC News it is investigating the incident.

Efforts by ABC News to reach Newburg have been unsuccessful.

Newburg's company was involved in a helicopter crash in 2008. The National Transportation Safety Board report on that crash says the pilot, who was not named, was not licensed to fly a helicopter, and that he took off with, instead of against the wind, causing a hard landing.

Ex-Ill. governor set for halfway house after prison term

Under normal circumstances, jailed former Illinois Gov. George Ryan would be packing his bags and preparing to go home to his house in Kankakee. But Ryan?s circumstances are hardly normal.

For the last six years, the former governor has been a federal prisoner. When he leaves the federal penitentiary in Terre Haute next week, he will be traveling not to Kankakee but to a halfway house in Chicago.

And he has nothing to pack. Someone will have to bring him the clothes he wears out of the prison gate.

"It will be the first time he?s worn his own clothes in six years," Ryan?s former chief of staff, Scott Fawell, said Monday.

Fawell provides a unique perspective. Not only was he Ryan?s closest advisor, but he also did more than four years himself for Ryan-related crimes. And he occupied that same Salvation Army halfway house on Chicago?s west side.

"It?s dingy. It?s dark. It?s dirty,? Fawell said. "It?s an old facility."

And ironically, said Fawell, it will be the place where Ryan will most likely mingle with the hardest criminals he will see during his entire stay with the Bureau of Prisons.

"You can be in the same room with guys who have done 20 or 30 years in prison, where he?s used to a little different clientele," Fawell explained.

Ryan will be required to take mandatory classes on such mundane skills as opening a bank account, writing a check, and making out a resume. It sounds ridiculous for a former governor but is par for the course in the Bureau of Prisons' one-size-fits-all approach to corrections.

"It?s for everybody," Fawell said. "Whether you?ve done 30 years or three months."

After orientation, it will be time for the former Springfield dealmaker to go to work. Every halfway house resident is required to have a job and to work 40 hours each week.

Ryan will have to sign out when he departs in the morning and call when he arrives at his job site. He is to be back at the Salvation Army facility at Ashland and Monroe by 7 p.m. every evening.

"It?s more that they want you to go somewhere," Fawell said. "And you have to bring back a paycheck every week or two to give 25 percent of your gross to the halfway house."

Halfway house residents are constantly reminded they are not totally free. But the differences between their Chicago existence and their lives behind bars are enormous. Not only are they allowed to wear their own clothes, they can carry a wallet and money for the first time. Personal items are allowed.

Ryan will even be allowed to get a driver?s license and keep a car on site. Ryan used to issue the state?s driver?s licenses when he served as Illinois Secretary of State.

Eventually, perhaps as early as three weeks or so, Ryan will be allowed to begin transitioning to his Kankakee home. But even then, he will very much remain under Bureau of Prisons control.

"They?ll call him between 8:30 and 10:00, between 11:00 and 1:00, and between 2:00 and 4:00 in the morning," Fawell said. "Every single night."

When Colin Kaepernick was in college at Nevada, he was a phenomenal player ? the first player in NCAA Division 1 history to pass for 10,000 yards and run for 4,000 yards in his career. But he wasn?t a Heisman Trophy candidate or a first-round draft pick, in part because many people thought the Nevada ?pistol? offense was a gimmick.

Now that Kaepernick has led the 49ers to the Super Bowl from the pistol, the man who invented the offense, former Nevada coach Chris Ault, is celebrating what he has accomplished ? and predicting big things for the pistol in the NFL going forward.

Ault said on NFL Network this morning that contrary to what some people believe, the pistol isn?t predicated on a quarterback running the ball. In fact, Ault said he believes NFL defenses will be able to take away a lot of the runs that Kaepernick does so well. It?s just that when defenses are focused on preventing Kaepernick from getting to the outside, that leaves a lot open in the middle. Ault said he thought Frank Gore?s two touchdown runs against the Falcons in the NFC Championship Game were set up by the defense having to worry about Kaepernick running in the read-option.

?I think defenses will catch up, but here?s the beauty of the pistol: I know we saw Kaep run for 181 yards against Green Bay ? that?s certainly the read part of the game, it?s great ? but what you saw last week is what I believe our pistol brings to the table: Kaep didn?t run it. Ault said the pistol formation, in which the quarterback is not under center but is closer to the line of scrimmage than a typical shotgun formation, with a running back directly behind the quarterback, makes it harder for the defense to key on the running back.

?When that back sits behind the quarterback, the linebackers do not have a clear view of what he?s doing,? Ault said. ?You can run downhill power games, counters, gaps and all that from the pistol.?

Anyone who thought the pistol was all about the quarterback running the ball after watching Kaepernick?s record-breaking rushing game against the Packers saw in the 49ers? win over the Falcons that that?s not the case: Kaepernick led the 49ers to a win while running just two times for 23 yards.

?I don?t think the NFL quarterbacks are all going to start running the ball 15 times a game,? Ault said. ?But if you?ve got the read in your offense, it is a threat, it?s something you?ve got to be concerned about, and of course if you?ve got a guy like Kaep who can run like a gazelle, you?ve got to be more than concerned with it. You?ve got to put one and a half people on him.?

Ault said that any NFL team, even those with slow, pocket passers, could run its offense out of the pistol.

?They could run the pistol formation,? Ault said. ?They don?t need to run the read part of it. When we first put the pistol in, in 2005 and 2006, that?s all we ran ? we ran the power, the gap, the counters, the zones, the outside stuff. We did not run the read at that time. So the pistol offense, the most important thing there is you can run any offense you?ve been running.?

Ault isn?t suggesting that his offense is the best for every team ? he acknowledged that it has weaknesses and strengths like any other system. But he says it?s not a gimmick. It?s here to stay.

This would be an introduction of a new member. I am Truth Of The Matter. I'll go by Matt, because I doubt anyone wants to type out the whole thing every time. I'll admit, this place is very intimidating to a small-timer like me. I've roleplayed a lot, but not on huge sites like this, only on itty bitty forgotten corners of the world-wide web. Like.. really itty bitty. Which makes this place seem like the whole universe in comparison. Go figure. If you can't already tell, I'm sarcastic and cynical, just by nature. It can be offputting for many people, so sorry about that. It was a love story for the ages, and America was transfixed. Superstar Notre Dame linebacker Manti Te'o meets a beautiful Stanford co-ed after a game there and over the succeeding years they fall in love. There are reports of her visiting his family in Hawaii earlier this year and then reports that she had fallen victim to leukemia and died. Her last wish allegedly was that Te'o not come to her funeral but instead excels in the game that Notre Dame has that Saturday. He calls her "the love of his life" and shares his grief with the nation. His grandmother dies on the same day. What a tragic burden for a young man advertised by his university and the press as an exemplar of character. Notre Dame goes undefeated and plays in the national championship game. The story of Manti's lost love and his courage in the face of adversity is told and retold. He is a runner-up for the Heisman Trophy. What drama, what pathos, sometimes life is stranger than fiction. Except for the fact that the woman never existed and most of the story is not true.

Yesterday Notre Dame released their version of the "cruel hoax" perpetrated on Manti. Evidently he received a call from the same cell his dead fianc?e had used and it was her voice -- she wasn't dead. Notre Dame and Te'o waited over a month to go public with the story. A month, in which Te'o continued to tell the same public story about her death.

It seemed Stanford had no record of the woman's enrollment and Manti had never met her, just communicated by phone and social media. We may never know the true facts of the situation, whether Te'o was innocent victim of a cruel hoax, or complicit in it. But there will be damage to a number of parties in the situation. Because of the repetitive news cycle with 24 hour CNN and ESPN coverage, enhanced by local news, talk radio and the internet, this story will run over and over again. Until there is a credible explanation of the circumstances, an aggressive press will challenge facts and motivation endlessly. Michael Vick and Tiger Woods discovered the self-destructive results of stonewalling the press and their images got worse and worse.

Athletes who transcend the narrow genre of sports fans to become household names also become brands. Hundreds of magazines, newspapers, television magazine and talk shows, and social media, focus on interesting people. Due to the prominence of Notre Dame, the success of the football team, Te'o's superlative regular season play -- the story of doomed love got heavy national attention. America yearns for role models. Te'o's chance for heavy endorsements and marketing packages with this pre-packaged prominence was certain. Now it hangs in the balance.

Te'o is currently training for the scouting combine, pro scouting day and competing to be a high draft pick in the NFL. He was projected to be a top five first round pick, with a chance to be the first pick. If there are doubts as to his character, will it impact his draft status? NFL teams will primarily focus on how he projects as an on field force for the next ten years. His performance against Alabama is vastly more important than one negative incident in his past. The NFL is not the priesthood. But a team will put fifteen million dollars into a guaranteed signing bonus that will be hard to recoup if a player doesn't make it due to personal or competitive problems. And there are continuing cap penalties to a team in that circumstance.

Notre Dame is as high-profile a school and athletic program as exists in this country. They have nationwide following and legions of fans due to their ties with Irish symbolism and the Catholic church. They were the first football program with its' own national television contract. They make millions in revenue in television, radio, marketing, sponsorship and merchandising -- and football success triggers heavy alumni giving. That prominence also has a dynamic effect on recruiting. The Te'o story was a boon to Notre Dame in all those areas. If Notre Dame is found to be somehow complicit in promoting a story they knew to be untrue, the effect would be devastating. If they are completely blameless, the publicity and damage as the story continues is unpredictable.

If the public believes he was an innocent victim, he may engender sympathy. At worse he will be seen as naive and trusting. But if any of his statements are inconsistent or at variance with what reporters discover to be different facts, this story will have a long run. An athlete seen as doing wrong can always rehabilitate himself by making a clear public apology. If he acknowledges his errors, apologizes to the negatively impacted constituencies, makes it clear there will be no recurrence, he can start the healing process. If over time, his play and conduct is circumspect, he can recover. Americans love the fall of the high and mighty -- they also love a comeback story. Kobe Bryant and Ray Lewis each had a dramatic untoward situation in the past and today are popular endorsement figures.

I hope that Te'o and Notre Dame were simply victims of a hoax. We need figures in this country to believe in and root for.

Being an heiress is harder than you'd think.

There's the pressure of living up to your parents, the spotlight of the media and, of course, the daily dilemma over which diamond-dog collar to put on your pocket pooch.

But China's richest heiress has expounded on another problem: boyfriends. Or the lack thereof.

Zong Fuli, 30,? the daughter of beverage magnate Zong Qinghou (net worth around $12 billion), tells the Chinese edition of Marie Claire that she is "rich and boyfriendless." She says she can't find a regular nice guy, and that men simply want her for her money.

Rihanna will make her debut at London Fashion Week with her Rihanna for River Island clothing collection.

The pop star will showcase her collaboration with the British high street store as part of the capital's catwalk week next month.

Chart topper Rihanna announced the clothing line would be coming back in July last year, but as yet, little has been seen of the range.

The Twitter fan has posted a few sneak-peek pictures of her spring/summer 2013 designs on her page, but little else is know about the collection.

"Launching at London Fashion Week is a dream come true for me," Rihanna announced in an official statement. "I have wanted to design my own collection for a long time and to present my collection for River Island alongside all of the other great design talent at LFW is a real privilege. I can't wait to see the reaction from my fans and the fashion press!"

Rihanna's highly anticipated debut into the apparel world will be revealed with an invite-only catwalk show on Saturday February 16.

This will be followed by Rihanna's clothing and accessories launching internationally in River Island stores and online on Tuesday March 5. The collection will also be stocked at Opening Ceremony in the US and Japan.

River Island's chief executive Ben Lewis said the grand unveiling of Rihanna's line at such a prestigious event matches her design aspirations.

"We are very excited to present our Rihanna for River Island collection at London Fashion Week," Ben gushed. "This is the perfect platform to showcase Rihanna's design talent and ambition."

House Democrats want to repeal debt ceiling

WASHINGTON (AP) -- House Democrats are pushing legislation to repeal the federal debt ceiling, saying the borrowing limit has no practical purpose and has come to be used for political maneuvering that can have devastating economic repercussions.

New York Rep. Jerrold Nadler said the debt ceiling is arbitrary, doesn't affect the deficit and has become a Republican means to "blackmail" the country to advance the GOP's political agenda.

President Barack Obama earlier this week said he would not negotiate with Republicans over the debt ceiling, saying talks on spending cuts should be separate from raising the $16.4 trillion debt ceiling and averting a possible first-ever national default.

The debt ceiling has been in place since 1939. The Treasury says it will run out of borrowing power in mid-February to early March.

When local building inspectors like construction, mechanical, plumbing and electrical inspectors are on the job many for a long time, they do get somewhat ?complacent?in their inspecting duties.

I was at a home inspection last evening and found several things not right. These are now ?issues?in my report for the buyer.

There was the builder there the owner of the company that built the home.

He told me that I was the third inspector to be at the home today.

I asked who all was there and he told me he got a final on the electrical, the building, plumbing and mechanical permits.

Lets take a look and see what was found after I was at the home.

First we look at the attic for any thing that is not ?right?.

Here we have a open junction box in the attic. Clearly a safety issue.

Then we get a good look at the power venting for the home.

There is way too much obstruction for the vents. This will cause the vents to wear out faster than in normal usage. Why you ask?

Because of the extra draw on the motor caused by the blockage to the vent it's self.

Then we have the water heater that was not installed the correct way. Here in New Mexico there needs to be a drain pan under the water heater in case of a drain if the water heater is sitting on a wood raised platform. This one clearly is.

Russian court turns down Pussy Riot appeal

BEREZNIKI, Russia (AP) ? A Russian court on Wednesday turned down an attempt by an imprisoned Pussy Riot band member to defer serving her sentence for hooliganism until her preschool son becomes a teenager.

Maria Alekhina asked the court in Berezniki, a Urals Mountain city near her prison, to let her serve the rest of her two-year sentence after her 5-year-old son turns 14. She argued that separation from her young child now would do irreparable psychological damage to him.

Alekhina and two other female members of the punk band were convicted last year of hooliganism motivated by religious hatred for an anti-Vladimir Putin protest in Russia's main cathedral. One of the women has had her sentence suspended on appeal.

Judge Galina Yefremova rejected Alekhina's petition, saying the court that sentenced her had already taken the child's existence into account.

Alekhina told the court Wednesday that while she wanted her sentence deferred, she still refused to plead guilty.

"No one will force me to say I'm guilty ? I have nothing to repent for," she said.

Her son, Filipp, is going through his formative years and cannot be without her, she said.

"I'm in a situation where I have to prove here that my son needs me, which is obvious," she said.

But the prosecutor argued against the deferral, saying Alekhina had violated prison rules by doing things like not getting up when a prison guard called to awaken her.

Several dozen supporters and journalists gathered Wednesday outside the Berezniki court building, which was guarded by riot police.

Sentence deferrals are uncommon in Russia. In fact, there are several Russian prison colonies for female convicts with small children who raise their babies behind bars.

Yet deferrals do occur. In the most publicized precedent, a woman who drove her car onto a sidewalk, killing one woman and leaving another confined to a wheelchair, had her sentence deferred in 2010 because she had just had a baby. The woman, who did not admit guilt or apologize to the families of the victims, turned out to be a daughter of a senior local official, sparking suspicions of selective justice.

The Pussy Riot members performed a "punk prayer" at Moscow's Christ the Savior Cathedral, pleading with the Virgin Mary for deliverance from Putin, who was then prime minister but on the verge of being elected to a third term as president.

Yekaterina Samutsevich, another band member, had her sentence suspended in October after she argued that she was thrown out by guards before she could take part in the church stunt.

New autism-related gene variants discovered

Jan. 14, 2013 ? Genetics researchers have identified 25 additional copy number variations (CNVs) -- missing or duplicated stretches of DNA -- that occur in some patients with autism. These CNVs, say the researchers, are "high impact": although individually rare, each has a strong effect in raising an individual's risk for autism.

"Many of these gene variants may serve as valuable predictive markers," said the study's corresponding author, Hakon Hakonarson, M.D., Ph.D., director of the Center for Applied Genomics at The Children's Hospital of Philadelphia. "If so, they may become part of a clinical test that will help evaluate whether a child has an autism spectrum disorder."

Hakonarson collaborated with scientists from the University of Utah and the biotechnology company Lineagen, Inc., in the study, published January 14 in the journal PLOS ONE.

The current study builds on and extends previous gene research by Hakonarson and other scientists on autism spectrum disorders (ASDs), a group of childhood neurodevelopmental disorders that cause impairments in verbal communication, social interaction and behavior. Estimated by the CDC to affect as many as one in 88 U.S. children, ASDs are known from family studies to be strongly influenced by genetics.

In the current study, the researchers first analyzed DNA from 55 individuals from Utah families with multiple members diagnosed with ASDs. Study co-author Mark Leppert, Ph.D., of the University of Utah, had collected the data from these high-risk families. The team identified 153 CNVs as potentially specific to autism.

To investigate these CNVs in a broader ASD population, the study team custom-designed a DNA array with probes for those 153 CNVs, as well as for another 185 CNVs previously reported to be associated with autism. They then analyzed the actual prevalence of all the CNVs in a larger sample set of 3,000 ASD cases and 6,000 control subjects previously gathered in studies by The Children's Hospital of Philadelphia.

The researchers found that 15 of the CNVs found in the family studies, in addition to nine other CNVs found by their custom array, all had odds ratios greater than 2.0, meaning that subjects with those variants had at least two-fold increased risk of having an ASD, compared to controls. Another 31 CNVs previously reported to be associated with autism also had odds ratios above 2.0.

These findings, said Hakonarson, could be incorporated into clinical tests for evaluating children for ASDs. "These high-impact variants could be most useful in advising parents who already have one child with an ASD," said Hakonarson. "If a second child has delays in reaching developmental milestones, testing for these CNVs could help predict whether that child is also likely to develop an ASD." He added that the newly identified variants would need to be added to the existing commercially available diagnostic array in current use.

The CNVs detected in the current study, Hakonarson said, occur in genes involved in neuronal development and signaling pathways -- reinforcing similar findings by Hakonarson and colleagues in their ASD-related genomic research published in 2009.

"Many of these gene pathways active in ASDs overlap with those in other nervous system disorders, such as schizophrenia and epilepsy," he added. "At the same time, our results are consistent with other studies suggesting that many different biological pathways, when disrupted, can lead to ASDs." Hakonarson concluded that further research may help establish whether the CNVs reported in the current study may be categorized by how they contribute to specific clinical subtypes of ASDs.

The Autism Genetic Resource Exchange (AGRE) Consortium provided resources for this study. In addition to his position at The Children's Hospital of Philadelphia, Hakonarson also is on the faculty of the Perelman School of Medicine at the University of Pennsylvania.

Rodgers would slide all the way to No. 24, when the Packers mercifully took him off the board.

Several years later, Rodgers returns to Northern California at the helm of a dynamic Packers offense. Smith? He'll be holding a clipboard -- barring an injury or an unexpected trick play -- while Colin Kaepernick leads the 49ers' offense. After leading the 49ers to the NFC Championship Game last season, Smith lost his starting spot this season after a concussion. A dynamic, dual-threat player, Kaepernick took the reins of Jim Harbaugh's offense while Smith was sidelined and never let go.

"Aaron Rodgers is a great quarterback," Kaepernick told ESPN ahead of the game. "You see what he does on the field and you see performances he's been having, so you can't say enough about the guy. We're going to have to go out and put up points."

The Packers stifled another dual-threat quarterback in the Wild Card round of the playoffs, limiting surprise starter Joe Webb en route to a 24-10 win over the Minnesota Vikings. If Clay Matthews and the Packers' defense can contain Kaepernick with as much as success then they'll likely avenge a Week 1 loss to the 49ers at Lambeau Field.

Will the rested 49ers advance to the NFC Championship Game? Will Harbaugh have any tricks up his sleeve (perhaps involving Smith) after two weeks of preparation for the Packers? Or will Rodgers make his return to the Bay Area a triumphant one?

San Francisco's Tarell Brown intercepts a pass in the end zone but he was flagged for pass interference. Ball is on the 4 and Packers get an automatic first down.

Rodgers finds James Jones in the middle of the field for a big gain of 16. But a scuffle broke out afterwards between some of the linemen down by the line of scrimmage. Several players had to be separated but no flags were thrown.

Rodgers completes 2 passes for a total of 9 yards before hitting Nelson on the left sideline for an 8-yard gain and a first down. 2:53 left.

Kaepernick fakes the handoff again with the read offense and runs left for 16 yards. He looks unstoppable right now. Under 10 minutes to go.

Rodgers looked deep for Jennings, who pushed off but no flag, then stretched out to make the catch but the pass was just out of his reach. Packers have to punt and down the ball at the 7-yard line. GB running out of time.
